Rar has definitely worse LZ than 7-Zip, but better than Deflate of ZIP, mainly because of larger dictionary IMHO. The same with ACE's LZ. AFAIR LZX from .cab is slightly better and has larger dictionary. Best "plain" LZ's today are the ones from Uharc and 7-Zip AFAIK.
